This Refund & Cancellation Policy (“Policy”) explains the rules applicable to membership fees, application fees, event fees, service charges, and other payments made through or in connection with Bhartiya Press Patrakar Media Suraksha Parishad Association (“Association”, “we”, “us”, or “our”).
By making a payment through our website or through an authorized payment channel, you acknowledge that you have read and understood this Policy.
This Policy should be read together with our Terms & Conditions, Privacy Policy, Disclosures, and any specific terms communicated for the relevant membership, programme, event, or service.

2. Scope of This Policy
This Policy may apply to payments made for:
- Membership applications
- Membership fees
- Membership renewals
- Events and programmes
- Training programmes
- Registration fees
- Administrative services
- Other paid facilities offered by the Association
The exact refund conditions may vary depending on the particular product, membership category, event, programme, or service.
Where specific refund terms are clearly communicated before payment for a particular service, those specific terms may apply.
3. Important Refund Period
Refund requests must generally be submitted within 14 days of successful application/payment.
For purposes of this Policy, the refund period will generally begin from the date on which the relevant application/payment is successfully recorded by our system or payment provider.
A refund request received after 14 calendar days from the successful application/payment may ordinarily be treated as non-refundable, except where:
- Applicable law provides otherwise;
- The Association expressly approves an exception;
- The payment was duplicated;
- A payment was made without authorization and is appropriately verified;
- The Association is unable to provide the paid service due to circumstances attributable to the Association; or
- Another mandatory legal right applies.
The expiry of the 14-day period does not create an automatic entitlement to a refund.
4. Meaning of Successful Application
A “successful application” means that the relevant payment has been successfully received or confirmed through the applicable payment system and the application has been recorded for processing.
Successful payment does not necessarily mean membership approval.
An application may still require:
- Verification
- Document review
- Eligibility assessment
- Information clarification
- Internal processing
- Administrative approval
Payment alone should not be interpreted as a guarantee of membership approval or any particular result.
5. Refund Request Within 14 Days
If you wish to request a refund, you should contact us within 14 calendar days of the successful application/payment.
Your request should include sufficient information to help us identify the transaction, such as:
- Applicant/member name
- Registered email address
- Mobile number
- Membership/application reference, if available
- Payment date
- Amount paid
- Payment transaction/reference ID
- Reason for the refund request
- Any relevant supporting information

We may request additional information or reasonable verification before processing a refund.
6. Refund After 14 Days
Refund requests submitted after the 14-day period will generally not be eligible for a refund.
However, the Association may consider exceptional circumstances on a case-by-case basis.
Any exception is at the Association’s discretion, subject to applicable law and the circumstances of the particular transaction.
The fact that an exception was granted in one case does not create an automatic right to the same exception in another case.
7. Membership Approval and Refund
Payment of a membership fee does not automatically guarantee membership approval.
Where an application is rejected, declined, or cannot be processed, the refund eligibility will depend on:
- The reason for the decision
- The applicable membership terms
- Whether administrative processing has already occurred
- The timing of the request
- The specific offering
- Applicable law
Where a refund is approved, the Association will process it according to the applicable refund procedure.
8. Administrative and Processing Considerations
Membership applications and related services may involve administrative work, verification, communication, document review, record creation, and other processing.
Where such processing has already substantially commenced, the Association may consider the work performed when determining whether a refund is appropriate, subject to applicable law.
Nothing in this provision is intended to remove a refund right that cannot legally be excluded.
9. Payment Gateway Delays
Payment processing may involve independent payment gateways, banks, UPI providers, card networks, internet-banking systems, wallet providers, or other financial intermediaries.
A transaction may occasionally experience:
- Delayed confirmation
- Pending status
- Technical interruption
- Bank-side processing delay
- Payment gateway delay
- Network failure
- Reconciliation delay
- Duplicate or delayed notification
The Association is not responsible for delays caused solely by payment gateways, banks, card networks, UPI providers, internet-banking systems, or other third-party financial intermediaries.
Where a payment has been successfully made but confirmation has not yet reached our system, additional time may be required for reconciliation.
10. Bank and Financial Institution Delays
Once an approved refund has been initiated by the Association or the relevant payment provider, the actual time for the amount to appear in the user’s bank account may depend on:
- The user’s bank
- Payment gateway
- Card issuer
- UPI provider
- Payment network
- Banking holidays
- Technical processing
- Reconciliation procedures
- Other financial intermediaries
Accordingly, the Association cannot guarantee the exact date on which a refunded amount will appear in the recipient’s bank account.
Banking, payment-gateway, and technical delays may require additional processing time.
Such delays do not automatically constitute a failure by the Association to process an approved refund.
11. Technical Delays
Website, server, payment, communication, banking, or other technical systems may occasionally experience delays.
Examples include:
- Website downtime
- Payment gateway errors
- Server problems
- Network interruptions
- Email delivery delays
- SMS delays
- UPI or banking interruptions
- Database synchronization issues
- Security checks
- Payment reconciliation delays
Where such a delay occurs, we may require additional time to verify the transaction or complete the refund process.
We will make reasonable efforts to process eligible refunds as efficiently as practicable.
12. No Refund for Bank/Gateway Processing Delay Alone
Where a payment has been successfully processed and the application or service is otherwise valid, a delay caused solely by a bank, payment gateway, UPI provider, card network, or other third-party financial system does not by itself create an additional refund entitlement.
We will make reasonable efforts to assist with transaction verification and reconciliation where appropriate.
13. Duplicate Payments
If you believe you have accidentally made the same payment more than once for the same application, please contact us as soon as possible.
We may verify:
- Transaction IDs
- Payment dates
- Amounts
- Applicant information
- Payment status
Where a genuine duplicate payment is confirmed, the duplicate amount may be considered for refund after verification, subject to applicable processing requirements.
14. Failed or Unsuccessful Transactions
If your bank account or payment instrument has been debited but the Association’s system does not show a successful application/payment, please contact us.
We may need to verify the transaction with the payment provider before determining its status.
In such cases, additional time may be required for reconciliation.
If the payment provider confirms that the transaction failed and the amount is being automatically reversed, the reversal may be processed through the payment system or bank rather than directly by the Association.
15. Pending Transactions
A transaction showing as “Pending”, “Processing”, “Awaiting Confirmation”, or a similar status does not necessarily mean that the payment has failed.
Please avoid making repeated payments solely because a transaction appears delayed unless you have confirmed that the original transaction failed.
Multiple payments may create duplicate transactions that require additional verification.
16. Incorrect Payment Amount
If an incorrect amount has been paid due to a technical error, duplicate transaction, or other verifiable issue, please contact us promptly.
We may investigate the transaction and determine the appropriate corrective action based on the circumstances and applicable law.
17. Wrong or Incorrect Information Provided by User
Users are responsible for providing accurate information during an application or payment process.
Examples include:
- Incorrect name
- Incorrect email address
- Incorrect mobile number
- Incorrect membership category
- Incorrect application information
- Incorrect payment details
Where an application has been processed based on information supplied by the user, the Association may not be responsible for consequences arising solely from that incorrect information.
Where correction is reasonably possible, users should contact us promptly.
18. Change of Mind
A change of mind after the applicable refund period has expired does not automatically create a right to a refund.
Users should carefully review:
- Membership category
- Applicable fee
- Membership benefits
- Eligibility requirements
- Duration
- Terms and conditions
before completing payment.
19. Non-Transferability
Unless expressly approved by the Association, a membership payment or application generally cannot be transferred to another person.
A person who makes payment on behalf of another applicant does not automatically acquire membership rights.
Membership remains subject to the identity and eligibility information associated with the application.
20. Membership Cancellation
A member may request cancellation of membership by contacting the Association.
Cancellation of membership does not automatically create an entitlement to a refund.
Refund eligibility will be determined according to:
- The date of payment
- The date of the cancellation request
- The 14-day refund period
- The applicable membership terms
- Processing already undertaken
- Any specific cancellation conditions
- Applicable law
21. Events and Programmes
Where fees are paid for an event, training programme, meeting, workshop, or other activity, the applicable event-specific cancellation and refund conditions may apply.
If no separate refund terms are provided, this Policy will generally apply.
Where an event is cancelled or substantially changed by the Association, the Association may provide an appropriate remedy depending on the circumstances, subject to applicable law.
22. Cancellation by the Association
If the Association cancels a paid activity, programme, or event, the Association may determine an appropriate remedy, which may include:
- Rescheduling
- Transfer to another date
- Credit toward another applicable activity
- Partial refund
- Full refund
The applicable remedy may depend on the nature of the service, expenses already incurred, third-party arrangements, and applicable law.
23. Services Already Provided
Where a paid service or facility has already been fully provided, a refund may generally not be available merely because the user subsequently chooses not to use it.
This is subject to any mandatory refund or consumer rights applicable under law.
24. Fraudulent or Unauthorized Transactions
If you believe that a payment was made without your authorization, contact us immediately.
We may request transaction details and supporting information so that the matter can be investigated.
We may also require you to contact your bank, card issuer, payment provider, or relevant financial institution.
Where appropriate, suspicious transactions may be reported to the relevant payment provider or competent authority.
25. Refund Processing Method
Where a refund is approved, the refund will ordinarily be processed through the original payment method or through an appropriate payment channel determined by the Association or payment provider.
The Association may not always be able to refund an amount to a different account or payment instrument from the one originally used.
Additional verification may be required before processing a refund.
26. Refund Processing Time
Once a refund has been approved and initiated, additional time may be required for processing.
The actual time taken for the amount to reach the user’s account may depend on external payment systems and financial institutions.
Therefore:
Refund approval and actual receipt of funds are two separate stages.
The Association may initiate an eligible refund promptly after approval, but cannot guarantee the exact date on which the bank or payment provider will credit the amount.
27. Transaction Charges
Where a refund is permitted, the amount actually refunded may be affected by payment-gateway charges, transaction fees, banking charges, taxes, or other amounts that cannot reasonably be recovered, where such deduction is legally permissible and has been appropriately disclosed or is otherwise permitted by applicable law.
No deduction will be made where applicable law requires the full amount to be returned.
28. Taxes and Statutory Charges
Where applicable, taxes, statutory charges, payment processing charges, or other legally applicable amounts may be treated according to the relevant laws and accounting requirements.
Any refund of such amounts will be handled according to the applicable legal and payment rules.
29. No Cash Refund Unless Specifically Approved
Refunds will generally be processed through an appropriate electronic or banking method.
Cash refunds are not ordinarily provided unless specifically approved by the Association and legally permissible.

- Transaction ID/UTR/reference number

Providing complete information can help reduce verification time.
31. Refund Verification
To prevent fraudulent refund claims, we may verify:
- Applicant identity
- Payment records
- Transaction reference
- Application records
- Membership details
- Bank/payment information
- Communication history
We may request reasonable documentation where necessary.
We will not knowingly request unnecessary confidential financial information.
Never send passwords, PINs, OTPs, CVVs, or similar authentication credentials by email.
32. OTP, PIN and Password Safety
The Association will not normally require you to disclose:
- Banking passwords
- ATM PINs
- UPI PINs
- Card CVV
- OTPs
- Internet-banking passwords
- Payment account passwords
Do not share such information with anyone claiming to represent the Association.
If someone requests these details in connection with a refund, please treat the request as suspicious and verify it with us through our official contact details.
33. Refund Fraud Prevention
The Association reserves the right to investigate suspicious or potentially fraudulent refund requests.
A refund may be delayed while we verify:
- Payment ownership
- Transaction authenticity
- Duplicate transactions
- Identity
- Application records
- Fraud indicators
Where fraud or abuse is reasonably suspected, appropriate action may be taken in accordance with applicable law.
34. No Refund Through Unauthorized Agents
The Association is not responsible for payments made to unauthorized individuals, agents, intermediaries, websites, social-media accounts, or payment accounts that are not officially authorized by the Association.
Before making a payment, users should verify that they are using an official payment facility or payment link.
35. Third-Party Payment Providers
Payments may be processed through third-party providers.
Such providers may have their own:
- Terms
- Refund procedures
- Processing timelines
- Transaction rules
- Dispute procedures
- Security requirements
Where a transaction is handled by a third-party payment provider, certain aspects of the transaction may be subject to that provider’s policies.
The Association will provide reasonable assistance within its control but cannot control the internal processing systems of independent payment providers.
36. Technical and Banking Delays Are Outside Our Direct Control
The Association shall not be responsible for additional delays caused solely by:
- Banks
- Payment gateways
- UPI systems
- Card networks
- Wallet providers
- Internet service providers
- Hosting providers
- Email providers
- Technical infrastructure
- Financial intermediaries
- Other independent third-party systems
Where such circumstances occur, the Association may require additional time to complete verification, reconciliation, or refund processing.
37. Communication Delays
Refund-related communications may occasionally be delayed due to:
- Email delivery issues
- Incorrect contact information
- Telephone/network problems
- Spam filtering
- Technical outages
- Third-party communication systems
Users are responsible for providing accurate contact information.
38. Legal Rights
Nothing in this Refund & Cancellation Policy is intended to:
- Remove a statutory consumer right;
- Exclude a mandatory refund obligation;
- Restrict a legal remedy that cannot lawfully be restricted;
- Override applicable Indian law; or
- Prevent a competent authority or court from exercising its lawful jurisdiction.
Where applicable law provides a greater right than this Policy, the applicable legal requirement will prevail.
39. Disputes
If you have a concern regarding a payment or refund, we encourage you to contact us first so that we can review the matter and attempt to resolve it appropriately.
Please provide sufficient transaction information to allow us to investigate the issue.
40. Governing Law
This Policy shall be governed by and interpreted in accordance with the applicable laws of the Republic of India.
Nothing in this Policy is intended to exclude or restrict mandatory rights or protections available under applicable law.
41. Jurisdiction
Subject to applicable law and mandatory jurisdictional requirements, courts having competent jurisdiction at Moradabad, Uttar Pradesh, India, shall have jurisdiction over disputes relating to this Refund & Cancellation Policy, payments, membership applications, refunds, or related website transactions.
Where applicable law requires a dispute to be brought before another competent court, tribunal, authority, or forum, nothing in this clause shall prevent such proceedings.
42. Changes to This Policy
The Association may update this Refund & Cancellation Policy from time to time to reflect:
- Changes in membership programmes
- Changes in payment systems
- Changes in refund procedures
- Changes in website functionality
- Changes in applicable law
- Changes in organizational practices
The latest version will be published on this page with the applicable “Last Updated” date.

Important Summary
For clarity, our general refund framework is:
14 Days: Refund requests should ordinarily be submitted within 14 calendar days of successful application/payment.
After 14 Days: Refunds are generally not available after the 14-day period, except where required by applicable law or where the Association approves an appropriate exception.
Successful Payment ≠ Membership Approval: Payment confirms the transaction/application process; it does not automatically guarantee membership approval.
Technical Delays: Website, payment-gateway, UPI, banking, email, and other technical delays may require additional processing time.
Bank Delays: Once an approved refund has been initiated, the time taken for the amount to reach the user’s account depends partly on the relevant bank/payment provider.
Duplicate Payments: Genuine duplicate payments may be reviewed and refunded after verification.
Failed Transactions: Bank-debited but unsuccessful transactions may require payment-provider reconciliation before a refund or reversal can be confirmed.
Security: The Association will never ordinarily require your OTP, UPI PIN, ATM PIN, CVV, password, or banking credentials to process a legitimate refund.
This Policy is intended to provide a clear and transparent refund framework while preserving all rights and protections that cannot legally be excluded under applicable law.
